That's what I take "unlimited access" as meaning, too.

Back when I started an ISP in 1995, there were a number of places that offered E-mail
access (companies that connected a couple times a day to transfer E-mail). We used
the term "Full Internet Access" to mean that you have a connection to do everything
the Internet allows (what you do is limited by the abilities of your computer and the
one you are connecting to). I've been out of the ISP scene for a number of years, so
I'm guessing that phrase isn't used much anymore.
