Yes, root is set up with flag value 7.

Another strange thing I'm seeing now as I continue to work on this - when I
log in to an administrative account via the web interface and upgrade a
user's properties (i.e., make him a host administrator) this doesn't make it
into the db even though I get a "Success" message confirming the change.

When I go to a regular user account and just change his preferences, this
gets into the db okay (his "TYPE" value gets changed in the db). But I can't
change a user's attributes using the "User Administration" function on the
web. Strange. I should mention that I am using the custom web templates from
hksi.net for my web interface. I don't know whether the problem is in the
web templates or not.
