I bet there core/backbone routers don't do any filtering because it's
a very expensive task and their core routers have higher priorities
than spam. It would be at the lower volume edge/access routers where
they block. Why let undesired DUL traffic (includes cable and DSL
ip's) get past even the first router?
At the lower speed access routers its where they can/should have a rule like
pass any from <AOL DUL ip> to <AOL SMTP ip:25>
drop any from <AOL DUL ip> to <any ip:25>
but I'm only guessing...
