If you use web mail exclusively and it is to be used by all/any "members" of
a site how can you limit to known IP's, they could be from anywhere in world
on any IP address? Or do I misunderstand how this works..

It's no security at all.  The only secure settings are:

"relay for addresses" +  anti-ip-spoofing on your border router

UNcheck "Disable SMTP AUTH reporting"
