Without the rest of the log I can't say for sure, but
this appears to be coming from SMTPD32 (the service).
It is giving the ERR message to the sending MTA
(which may or may not be a client). At this point it
is up to the sending server (or client) to handle the
bounce. SMTP32 _will_ create bounce messages.
