probably not, unless your ISP gives you an "infinite" lease on the 
ip. (btw, we've just done this on a LAN with MS DHCP, converted them 
from variable lease to infinite lease so we can track each user's 
traffic volume/sites/DNS queries by ip.)

It's probably do-able with qualifications (aka "if's, and's and 
but's" ) but you being a self-categorized "newbe", I'd recommend 
against it.  Try to get fixed ip, it'll be much much easier.

DNS is usually done with static ip's for public mail servers. DNS 
very easy to setup with help here in this list, ah hem.  Are you 
running your own DNS or is your access provider running it?
