I do not have cable, but I have an ISDN connection whereby my ISP allows 24 hour 
connections - sometimes I can stay on for 6 days at a time (usually rebooting my 
router for Cisco purposes is why it comes down).

Anyways .. I use DynIp.com's service.  While my provider obviously is using DHCP, my 
IP does change, but DynIp.com's service and application keep my dynamically moving 
hostname from place to place.  

They do offer an MX record manager, and a larger plan does offer MX smart-hosting of 
like 5mb, if your connection is down and unreachable.  Pretty slick.
