I think ultimately each individual has to decide for him/herself what is
unwanted email and what to do with it.  I have tried monitoring "hold"
buckets and I think it is surprisingly difficult to determine what
constitutes unwanted email.

I use DECLUDE and it has an option for various warning messages.  More and
more I employ these and then help the users that are interested educate
themselves to set their own traps.

However, it certainly is true that an enterprise can have their own rules so
it is good to be able to establish different rules and methods for a domain.

I do not think the problem really is with ORBS or MAPS but the way they are
used.  I personally do not like someone else deciding for me what I want.
So when an ISP blocks a message that is meant for me and I have not given
explicit instructions for that purpose then that ISP has broken trust with
me and has usurped some of my freedom.
