I've seen the 'Processor Queue' number high, for other reasons, not CPU
related. The case I saw was when Auditing was enabled and the audit log got
large. Clearing the log would show immediate drop and then sustained
operation below 2. Client having the problem also had symptom of SMTP
service 'running slow' (showed many concurrent open connections!). So the
CPU had a bottleneck, but it was in writing to the log files on the HD.
So, I'm saying, the cause/solution may be system and/or configuration
dependant. I've used this Processor Queue length a couple of times since,
but so far, no concrete results. And the one time I did find a high number
(when doing IMail support) I had to send the guy to M$.
