www.etinc.com for bw-mgr.  $600, or free with their WAN cards.  runs on 
FreeBSD (etinc prefers FreeBSD) and Linux.  per-protocol, per-ip, bursting, 
web interface, MRTG-ready.

I don�t use it but I will when I need to.  It is often recommended in 
various mailing lists.  I�ve never seen anybody condemn it, only endorse it.

Be warned, "Dennis" over there is a difficult hombre.
