There are a couple of ways that this can be done, but they are not
centralized.
The first is to get a free personal certificate from Thawte for each
computer and use Outlook to create S/MIME messages.
The other is to use the PGP Freeware which also integrates with Outlook to
secure messages.
I think you'll find in your research that, at this point, it's very
difficult to "idiot proof" encryption.  The closest that I think you will
find will be to use Outlook's built in features as mentioned above.
