One option, could be a Linux Box, with one of these WebMail standards,
where you could program the mail signature (linux come with openssl, and you
could make this with a CA (Certificate Authority), not just the old one
PGP), the language to program could be PHP, it has almost build in
certificate functions.
Or...
You could just do an ActiveX control and put everything there.

You *could* use the PGP or Thawte solutions to create just one key and use
that key for all users. That should reduce the management overhead
slightly.
To do this at the server, you would need a custom web based email solution
that provides the encryption and users would only be able to send and
receive using that interface. AFAIK there are no such "plug in" solutions
for IMail's web interface.
