Yes.  We took a chance and did that a couple weeks ago, when NS wanted $70 
to renew a domain we had ($35/year for a two year minimum commitment).  It 
worked, but felt lucky that it did!

Transferring a domain is a fairly complex process.  You have to go to the 
registrar you want to transfer to, pay them a renewal, and have them 
initiate the transfer.  Then, there are two sources that you have to 
confirm from, Network Solutions, and one other (Internic?).  Network 
Solutions makes it a bit confusing as to exactly what you have to do.  I 
believe you have 48 hours to confirm their E-mail, and they like to send 
the E-mails out on Friday late afternoon (according to our registrar), so 
you have to check your mail over the weekends.

Remember, NS is the one that broke the rules and is hoarding all the 
expired domain names.  They are also the ones who refuse to allow you and 
others to use our WHOIS lookup on domains owned by them, forcing you to go 
to their site and view their ads.  It's a good reason to leave them, but 
also a good reason to be wary of leaving them.  It's kind of like amending 
a previous year's tax return to get a refund from the IRS -- sure, it's 
perfectly legitimate, and people do it all the time, but there is no way to 
do it without worrying that there will be some unknown repercussions.
