This may be a stupid question, but...
Why would the user have a valid pop account if they have not paid for it?
Why do you give accounts to people that don't pay for them?

Well, one option would be to simply have in your user agreement that POP3
access isn't allowed unless paid for, and that if users access their mail
via POP3, their account can be terminated.  If you catch them doing it,
send them a warning the first time, and cut their access the next time.
