Yes. Our Declude Hijack software does this. It's a last resort, as it
will still leave you as an open relay (although it's much less likely that
you will be abused by spammers that way). The rate limiting is better for
making sure that your own users aren't sending out spam (for example, if
you are an ISP or offer web mail).
