I must be missing something.  If it is against the rules to reject null
senders, why is the option available?  Shouldn't that be against the rules
as well (aiding and abetting)?
Apparently, a few people asked Ipswitch to add such an option, and they did.

The very, very unfortunately part is that Ipswitch didn't set it up as a registry hack, and had an option that shouts out to newbies "Click here to reduce unwanted mail!".
