Make sure that the phrase list is in the top directory of your domain. Are you trying to turn it on for your primary domain? Is your topdir for your domain the same as the topdir for IMail? If not, try putting the phrase list in the top dir for IMail and see if that makes any difference. (restart queue manager when you copy the file).
