I agree it's a huge problem, Len.  But I don't agree with AOL's
solution.

I personally have seen several 100K msgs from pacbell DSL subscribers
into 
one MX.  And [EMAIL PROTECTED] blocked OUR IP when we tried to complain.

But, the DSL abuse from their subscribers continued, after our
complaint, 
at 10K to 20K connections PER HOUR for several more days.

You "liberal" mail admins just need to get "mugged" once by these DSL
thugs 
to be converted into "conservative, reactionary" BOFH mail admins.

Just because you haven't seen DSL/cable abuse at those levels, doesn't
mean 
it's not a huge problem.
