1. They won't delegate rDNS to us.
2. Relaying outbound through the provider just adds another link in the
chain, potentially adding delivery delays, debugging problems, etc.  I
don't know many admins that would choose this method.

collateral damage is never the objective, but if you have a T-1 at, eg, 
$800 MRC, why don't you have your own DNS and reverse delegation?

Alternatively, relay your outbound through your ISP.
