They are three miles away. I drive over and scream at them in person (just
kidding).

So, I could email from a bogus hotmail account and get any IP whitelist by
complaining?  Simple enough trick to bypass the anti-spam problem.

Performing lookup by forward MX on the sending mail server would solve many
more problems (most of those DSL mailers you complain about probably are not
the actual registered IP's for their domain and are using forged domains to
boot).

You could even route just the messages "suspected" to be spam, due to
origination from DSL/cable/T1 lines to another server for further testing
before dumping them, freeing up your gateway systems to do just the one
test.
