I must say I did not expect something that seems so simple to be this
difficult. Is there anyway to write a rule for overall email size,
regardless of if its an attachment or not? Obviously, an email over 100k
would most always be an attachment of a larger size.

The short answer regarding using IMail inbound -- or, for that matter,
outbound rules (following a bounce owing to maximum message size if you have
this set) -- is "no". The long answer is "nooooo" ;) IMail does not provide
an "attachment" attribute/field against which to apply rules, as opposed to
"Subject", "To", "Body", etc.

This would be a cool thing to add to the wish list, though!
