I have to agree with Len on this one. I think that Declude sounds like a fantastic product ...
This isn't about Declude or IMGate, actually.

The problem is that you *are* blocking E-mail where the sender's "house is in order."
If you want to block E-mail from servers that have been compromised, for example, that's OK (I still think it is better to using a weighting system in this case, but that's debatable). The sender doesn't have it's house in order, and something needs to be fixed. They are doing something that will cause spam to get sent out.
But blocking an IP that is listed in SPEWS, for example (which lists both known spammers, and intentionally lists nearby innocent IPs) is a different story: it blocks E-mail that [1] fails only one test that [2] has significant false positives and [3] the legitimate mailer normally can't get removed from without paying money. It's that combination of 3 factors that causes the problem.
