The PUR does state that MSDE is allowed. And any other database is allowed
as long as it does not support more that 25 concurrent users in a web
environment concurrent users is based on the config of the web applications.
You could have 1 or more based on the configuration.

The way I read the PUR is that any service that is installed, a competing
product can also be installed. The statement of POP3 services would include
the SMTP. But arguably would not include IMAP or other services like LDAP.

I think the agreement is carefully worded to include competing products. But
they excluded the SMTP service, probably a minor oversight.

I would feel comfortable installing Imail on WEB server edition as long as
the only SMTP/QMANAGER, POP3, WEB messaging are the only services used.
