But you can not install the Imail SMTP service. 

If you go by that wording, you can install the Imail Web Messaging service
and the Imail POP3 service, but nothing else. That means those 2 services
will be worthless, since they do not work with the IIS 6.0 SMTP engine.

In other words, Imail can not be used on Windows Server 2003 Web Edition.

As per O. 1. f. ii in the referenced document, the core Imail services would
have to be installed on a separate service for you to have the LEGAL right
to install the Imail Web Messaging service or Imail POP3 service on the
Windows Server 2003 Web Edition server to ONLY access the mail boxes on a
separate server.
