48 Million. Yes, lots of votes. TN (and other states) did not even share their data to the federal DNC, due to fed's not agreeing to keep theirs up to date and require those downloading TN data to also sign contract to check w/ TN list as well (since fed list would be out of date most of the time). No doubt, revenue was a factor in some states (most have hefty fines they can levy on offenders and charge telemarketers to access the lsit). So that is mostly one at a time signups.
Problem is, just because you could not call TN (and many other states with similar laws), didn't mean you could not call people in non-protected states. The Fed law made it illegal everywhere. Of course, there is a presumption of effectivness of the law here. It has been illegal to send junk faxes for years (long prison terms possible, more likely to get fines). We still get them daily. The "removal" info on them is usually bogus (and I would not doubt now takes you to toll calls outside the US, as well). So, a NEW (much hypped) Do Not Fax law is passed, requiring 800 #'s on junk faxes and that they take you off the list if you complain.
