I think you are wrong. The majority of telemarketing calls originate from companies which can be fined are made by human beings. Junk faxes are easy to send via computers, require no human sales pitches, etc. This will cut down on the calls dramatically and will be moderately easy to enforce and will be easy to access fines to companies that can pay them.
