Thanks for the response Tripp. Another thing I have noticed in the phrase
list, when I put in 18+ or 18 + in the phrase list, anything with the number
18 is snagged. You note there are no wildcards in the phrase list, so I am
not sure exactly what the + is doing or signifying in this instance, as it
clearly is not working as I would expect.

It was suggested at one time adding a \+, but if the phrase list does NOT
follow the same syntax as rules, this seems it would not work either (as it
appears not to).

Can you clarify this?

Yes, if you have 'microsoft com' in the phrase list, it will match
'microsoft.com', 'microsoft com' or 'microsoft     com' in the body of an
email.  But, if the email is an HTML email and the microsoft.com is in a
URL, you need microsoft.com in the url-domain-bl.
