Hmmm, something I recently found out about is that manually assigning an
IP  address  vs. assigning via DHCP can make a difference. Even if its a
static MAC <--> IP mapping (reservations in Misco$oft parlance).

It  could  be interesting to track sites plagued by socket exhaustion by
how the IP address is obtained.
