His service provider could be blocking port 25 to external mail servers. Has he tried to smtp through his service provider's server?

He is using win2k pro with all updates and patches. Im going to try to uninstall OE and reinstall ( don't think that will help but going to try ) installed spybot and removed some spyware. Ive got to get this fixed the guy is calling every 20 minutes to see if we have found the problem. If this was a 98 machine I would say rip dun and tcp/ip and redo.
