Quite simply because this server in our office is not on a fast enough connection, and 
it's already bogged down as it is -- it already serves multiple roles for our company. 
 Our office is in rural upstate NY on a 512/256 DSL connection, our mail server is on 
a multiple OS3 Gigabit ethernet network with full power backup/generators in a 
high-end datacenter.  I wouldn't feel comfortable relaying mail on anything other than 
a good network, and sometimes ours is not given our rural location.
