Deleting and recreating the account definitely should not be
necessary.  That can be used as a last resort, if the problem cannot be
determined.  But, in this case, it can:

This one -- like the other one -- was sent to cmorris, who forwards his
mail to Tom.

So there is no mystery in this case.  Someone sent an E-mail to both Tom
and cmorris, and since cmorris's mail forwards to Tom, Tom got 2 copies of
it.
