Judging by the error message, are the Excel documents password protected? If a file is password protected, anti-virus scanning usually has trouble scanning the file, and by default they will not allow the file through.
Have you tried getting the external users to send you attachments that are not password protected? Or how about other types of files? Is it only excel documents that are not coming through? I would send them an attachment, which you know is not password protected (just make up a dummy spreadsheet), and email it to them. Then have them "FORWARD" the email back to you. See if that comes through. If it does, I would say they are password protecting their attachments. I'd try that first.
