But let's not pretend that they ever talked about PTR-based

I nor anybody pretended they talked about PTR-based filtering. But if someone wants to block subscriber networks, then PTR filtering is much more efficient than trying to figure out the 10's or 100's of Class C's that are encompassed by one PTR regex.

,regex-based blocking claimed to have negligible FPs--or _any_ other
method claimed to have negligible FPs. No, they specifically say that
their tactics will (a) block entire ISPs, and (b) will, by obvious
definition, have as many FPs as are possible.

blocking the trickle of legit mail along with the Niagra Falls of abuse is very much part of the tactic. If it doesn't $$hurt, the operators won't budge.

So by no means is ASTA making a "recommendation," as you took it, that
small shops can and should block abusive ISPs selectively with minimal
FPs.

yes, the process I've defined (harvest the habitual legit IPs, the go to full block) minimizes the legit msgs that get blocked, but they are infinistesimal compared to the volume of abuse msgs.

It's the complete opposite: it's that huge shops

there's no qualification that the networking is reserverd for MXs of any size.

 can afford to
block non-selectively and may do so in future. This is not a new
industry-standard prescription, _not_ the public assurance that a PTR-
and RegEx method or any other may be deployed anywhere without hugely
negative consequences for the deployers.

the consequences are not hugely negative when deployed sensibly, they are hugely positive for the blocker.

 ASTA's current position paper
is just plain _irrelevant_ to your ruleset

Pure BS. blocking networks by PTR (or any other method) is perfectly coherent with the ASTA position.
