I am not going to sit there and enter every email address we have into it. If you only have 40 or 50 users then it may be ok. But with 3000+ it'd be a nightmare. And can you imagine trying to maintain a current list once you've entered them all?
IMail/Imgate admins do it all time. Eport a list of users, boring text file of [EMAIL PROTECTED] (even Symantec Corp could read it if they were smart enough to specify it in the first place), ftp or email or rsync to Imgate, as often as you want. Believe it or not, it doesn't take a 1000-call API and $1000 compiler license to do dumb, simple stuff.
