As long as it's just a "beta" or "test" and not a "product," there's
no such issue.

Project teams already do this today by shipping BFU images -- or
"frkit" bits -- without going through any architectural approval
process.

I know of no requirement to do ARC review before shipping a test
image.  I'd certainly like to see projects coming in for ARC review as
*early* as possible, and certainly earlier than shipping any bits at
all, but that doesn't always happen, and I don't believe it's a
requirement.

If Sun thinks this is something other than a "beta" or "test" image,
then we may well have a problem here, but it's still not an OGB
problem.  It's a Sun process problem, because such a project would be
bypassing Sun's long-standing product delivery mechanisms.
