It's a shared responsibility. I'd expect that, if this change is desirable, the leaders of the Internationalization community would forward a proposal to the Indiana project outlining the changes desired. A key question that I'll have to ask is what the sizes of the packages to be added and removed are so that we can consider space impact on the CD.
