What's the actual problem you are trying to solve? Where are you
planning to get the bits from that you plan to put in that empty
boot environment?

If you are just attempting to create a BE on a different pool
based on an existing BE you can use the "beadm create -p" option
to create that new BE on a different pool. This uses zfs
send/receive under the covers to copy the BE from one pool to
another.

Short answer: Right now there is no interface in beadm to allow
creating an empty boot environment.
