Quantum GIS is an Open Source GIS Software (http://www.qgis.org) and we are
planning to do localization to Indian languages and release it to public
community. The translation file has 5235 lines. As a first initiative we are
translating it to Hindi and Tamil language. The translation involves
technical terms related to Geographic Information Systems. We would like to
know if any official translators are interested for this work and if so we
would like to know the process and quote for this translation work.

Thanks for your update. There are no official translators as such that I know 
of based on my past 3 years presence on this list.  I know of  few people 
employed by companies like Redhat focussing on their priorities. Companies like 
Microsoft, Google, Yahoo are working with few companies/organisations for their 
localisation/translation needs.
You can contact Indian Translators association (http://www.itaindia.org ) for 
info on  professional service companies
