All the Linux distributions I have access too include sccs2rcs as part of the CVS package because it is distributed as part of the CVS tar ball. There are already a number of perl scripts in the contrib directory so the package as a whole depends on perl already. I don't think you can argue that I've not reduced the number of dependencies for the CVS package.
