What I objected to was the development of allocation guidelines (e.g., RIR rules, block sizes, addressing plans, etc.) at this stage. I'm happy to learn that this was not the intention.

I have no problem whatsoever with developing security mechanisms such as address block certs to support secure operation of the protocol. In fact, that seems to be necessary. I'd suggest that the following item be rewritten to make it clearer for all of us:

June 2010 Submit Recommendations for Allocation and Routing
          of both EIDs and RLOCs to the IESG for Experimental.
