That number is assigned by IANA if - and
only when - a protocol proposal qualifies
for that assignment.
You don’t have that assignment, so you
should stop using it even as a name.
You can say version number TBD
and in IANA Considerations section say IANA to
assign a number to TBD and say 10 is preferred.
