This is an oft-requested feature enhancement. Currently the window is modal because the client has no way of updating the window as the interfaces change. It loads the interface information when the window is opened and the information can become stale over time. For the window to be non-modal (and hence allow multiple Interfaces windows open simultaneously), a non-trivial amount of work is required in both the server and client applications.

2) newly enabled interfaces should always show in reasonably unoccupied spaces nearest the associated host, or if no unoccupied space can be ascertained programatically then at least display them in front/top of other objects.

These objects display in the same place they occupied when you last hid them. All of the graphical information is maintained for hidden networks - label text, shape, location, etc. If you believe dragging a device across the map should also move the hidden attached networks, please file a separate enhancement request

3) auto-select newly enabled interfaces
4) possibly 'blink' the newly displayed interface(s) like the find feature does

I like these two ideas.

5) I think the 'select adjacent' function already brings the objects to the front, but if not, that is desirable. Also, can it be made to 'blink' the selected items?

Selecting an item should already bring it to the front. Blinking the items selected by the Select Adjacent action is another interesting idea.

I see that Janice has already created an official ER for the above suggestions (Enhancement Request) in our bug-tracking system. I will investigate further to determine how each of these ideas may be implemented.
