Thanks.  I was able to move the database.  I had to specify the correct path.  
I was using E:/IM_Database but it didn't like that.  I ended up using 
E:/IM_Database/dwf/config/database.  

When I started the database, some processes continues to run the CPU up to 
100%.  The processes that are eating up the cpu is postgres.exe and imdc.exe  
It been about 30 mins since I've restarted the database service and they 
continues to use up the cpu.  This is affecting the polling.  The maps are 
reporting packet loss on devices.

Yes, you can remove the old \dwf folder. You should be able to look at the 
timestamps of the files in the dwf\config\database folder to see if it's 
writing to the new folder.

Retention policies are explained in detail here. The correct policy depends 
upon how long you wish to keep historical data:
