If we're getting this on the road, I propose the following:

 - Structured view is a must.
 - Community moderation based on some sort of karma/reputation system.
 - Full sync between the mailing list and the forum interface:
    - Messages here should be posted there by a bot in the name of the
author here.
    - Messages there should be posted here. If formatting is available
in the forum, it should be converted to markdown before being posted
here.

However, like I said on the original post, as long as the community
itself doesn't change or adapt, this is a very good way of wasting
everyone's time by polishing crap.
