in_dgamouse is not a recognized command in ioquake3. I did figure out a way to partially address this issue with the mouse that I'm having. Let's say I'm in windowed mode. When I start getting this problem (of the "mouse limiting"), I bring down the console to free up the desktop pointer, then click on another window on my desktop, then click back on the ioquake3 window.
