in_dgamouse is not a recognized command in ioquake3.

I did figure out a way to partially address this issue with the mouse
that I'm having.  Let's say I'm in windowed mode.  When I start
getting this problem (of the "mouse limiting"), I bring down the
console to free up the desktop pointer, then click on another window
on my desktop, then click back on the ioquake3 window.  This fixes the
"mouse limiting" problem for a while, until I move the ioquake3 window
or some other window-movement event happens.
