This has been my experience too.

It's no wonder, as another poster in this thread stated, that everyone
is working on their own ioquake3 forks--it's too hard to actually get
code committed to ioquake3.

Look at this bug, filed in November of last year. It's a very simple
and good change, and has been totally ignored.
