On the contrary - in the last 6-8 months they've *greatly* improved.
Last year I would have said steer clear, but they've been making a lot
of changes that have made a visible difference, IMO.

As for the project name, I hightly doubt the other IPFilter is doing to
want to give it up, but you can easily use "ipf" which is just as
recognizable, and since I assume you'll be linking to the SF page from
the IPF's homepage, it's not a huge deal either way.

On a more general note, I think moving to a more transparent system with
anonymous RO CVS/SVN access, bug tracking and a patch-management system
is really a positive move even if you pick one of the SF clones instead
of SF.
