This is not true. It just takes longer to trigger the full upgrade on accessory lines on a family plan. My family plan has a main line and 2 other lines. One is not an iPhone and has never been and could update today to an iPhone at discounted price. It is a matter of time. That line is the one my sister and BIL use and they don't want to pay for data etc so don't care to get one. But they could (I checked their upgrade time today already).
