Actually, I think draft-hinden-ipv6-global-local-addr... is the higher priority as far as becoming a WG item (or have I missed that move in the flurry of messages).

However, I support moving the draft below to the WG as well. I also agree that it is not so much a requirements draft as a draft outlining scenarios that may not be readily solvable through the use of global PA address space. Maybe a title like "Addressing Support for Sites without Global Address Space"?
