an IPv6 host sends 3 RS's within about 3 seconds. if no RA is received then the 
host concludes that there are no IPv6 routers on the link. in contrast DHCPv6 
which will continue to solicit for a DHCP server indefinitely.

on these link types do you also send multicast RAs? what is the probability of 
loosing the 3 first RS messages from a client?
